Quote: “However, in reality, we are substantially enhancing our capabilities. I believe NATO is at its strongest point. We have established new defence strategies, indicating we are not merely passive. Should Russia invade our land, through our resistance, the conflict will be carried into Russia’s own territory.”

Further details: Tsahkna expressed apprehension regarding “political will.”

Quote: “Our concern lies with Europe, specifically its readiness to make decisive choices, assert itself, and enhance its strength.”

Further details: Tsahkna further stated that engaging in discussions with Kremlin leader Vladimir Putin without a clear strategy would be erroneous.

Quote: “Europe has followed this policy for decades. The outcome? More conflicts and a more belligerent Russia. Therefore, it is entirely misguided to now seek a special envoy from the European Union to dispatch to the Kremlin, as such an envoy would return humiliated and diminished, consequently undermining Ukraine’s stance.”

Context:

  • Latvian Prime Minister Evika Siliņa and Estonian President Alar Karis advocated for the designation of a special EU envoy to conduct discussions with Russia.

  • French President Emmanuel Macron stated in December 2025 that Europe needs to establish a method for direct engagement with Russia’s leadership.

  • According to Italian media outlet La Repubblica, former Finnish president Sauli Niinistö is being considered a prospective candidate for the position of European Union special envoy, aimed at re-establishing direct communication with the Kremlin’s leader.
